No, you should use Escalate instead.

Escalate works, but I mean escalate is done by the admin or anyone else with the HR role. What if the admin is not available? This happened to me earlier this year and the leave requests got stuck until I came back from my leave.

Then what if the next approver is also on leave?

There is always a point an Admin has to step in.
