the phone still have enough memory & ram.
tried uninstall & installed new one still same problem

Your phone problem is very likely due to limited RAM (phone memory) as the device may be too old.

Do you have another phone to try out? All my devices here do not have such problem so far.

tried on IOS 12.4.2 works pefect, but my staff IOS 12.1.4, cannot login.
