^According to the table above, those earning <5000 will have 0% tax.

But when calculated on Payroll.my, the tax is RM 191.65.

Hmmm.... Payroll.my is following the PCB 2014 calculation, you could double check with that table if you want. You may want to call Lembaga Hasil Dalam Negeri to find out what they mean with the listed tax rate.
