Director Overview of Staff Strength

Hi

Would like to ask how can i set up my director and staff account so that my director can see the staff strength when he log in and go to leave management?

I understand the line manager can see his/her staff when they log in, but my director say he cannot see the staff when he is not the immediate line manager of this executive, but at the same time he does not need to be the 1 approving the leave of the exec, so i cannot put him as line manager.
