When I download "employee's attendance records (i.e. hours worked) via Team->Attendance Transaction Summary" for time attended summary
It gives me payroll report... Any suggestion?

Just did a test with both Report and Tabular format for Team->Attendance Transaction Summary, got the correct reports. You should have retrieved the wrong report.
