How do the person assigned with the HR Review role access the system to perform the HR Review function?
The person I assigned to that role can only access as employee and am not able to do anything else except an employee function

If you are referring to leave approval, you may ask the employee to go to Leave->Planner.

in other words, person with HR review role can only log is as employee ?
Only business owner can log in as employer?
Also what other function can person with HR Review do beside approving leave?

No. I suggest that you go through this: hr.my/doc/multi-user-hr-role.html
If you need HR.my Manage or other custom user roles that perform other task, then you may follow the guide to assign such roles.
For Custom Approvers, they are all Employee Roles, and thus they will only sign in from their Employee Web Accounts.
